Si en algo concuerdo, de todo lo que se ha dicho en estos días, es sólo en una frase que ha expresado Eugenio Tironi:“que el plebiscito de 1988 es el fruto de las protestas de comienzos de los ochenta y de la acción heroica de los combatientes comunistas es, desde el punto de vista histórico, una ‘falacia narrativa’”. El Mercurio, 29 de septiembre. Falacia de la que él también se hace parte cuando nos quiere convencer sobre lo que se celebra el 05 de octubre. Un astuto y sutil relato que puede contener algunas verdades, pero como siempre, son verdades a medias y desde una sola vereda.g

Como ex militar, con exactamente 40 años en el Ejército de Chile, tengo otra verdad y otro relato muy distinto sobre lo que Tironi llama –equivocadamente– “la derrota de Pinochet”. Pero sí le agradezco la identificación que hace de los “combatientes comunistas”. Un acierto que permite acercarnos a una realidad: La Guerra.

Un conflicto bélico que se vivió en Chile en plena Guerra Fría. Las fuerzas de izquierda, principalmente los más exaltados, fueron derrotados por las Fuerzas Armadas y de Orden. Ambos combatieron por sus ideales y los heridos y los muertos quedaron en el campo de batalla. Los vencedores rápidamente impusieron el orden, de la única forma que sabían, empleando tácticas y técnicas de Guerra Regular y de Combate en Localidades. Por su parte, los vencidos pasaron a la clandestinidad, dando paso a una guerra sucia. Combatientes comunistas, como los llama Tironi, que sí habían sido entrenados para la Guerra Irregular, principalmente en Cuba y Nicaragua. Un conflicto que se extendió en el tiempo y que obligó al empleo de las Fuerzas Armadas en actividades de seguridad y control, para lo cual no estaban preparadas ni tampoco habían sido entrenadas.

Una cosa si estaba clara, las Fuerzas Armadas habían actuado para recuperar la Democracia y los “combatientes comunistas”, desde la clandestinidad, intentaban solo recuperar el poder, no la Democracia. Le habían fallado a Fidel Castro. Su mentor, su ideólogo, su líder. Un sueño que le había sido arrebatado al Dictador de Cuba. Un experto en la Guerra Irregular que, durante el Gobierno de Allende nos visitó por 23 largos días. Sus intentos por recuperar su fantasía comunista, serían entonces atroces.

Eso, como parte de la historia, es lo que a mí –en esa época– como un joven oficial del Ejército de Chile, desde diciembre de 1977 me correspondió vivir. Además de instruir a mis subordinados y cumplir con las tareas propias de un militar de carrera, tuve que asumir misiones de protección de instalaciones civiles, oleoductos, gaseoductos, puentes, torres de alta tensión, centrales hidroeléctricas, estaciones de repetición, control del toque de queda, integrar unidades de emergencia, participar en anillos o círculos de seguridad de personas importantes y decenas de otras actividades, que muchas veces me impedían llegar a mi lugar de descanso o a mi propia casa. Así y desde lejos vi crecer a mis hijos, confiando en que mi esposa asumiría el rol del padre ausente, dejando de lado, muchas veces, su posibilidad de desarrollo o realización profesional. Una realidad que la vivimos todos los soldados que estuvimos en el Ejército de Chile, mientras duró el Gobierno Militar. Tarea que pese a todo, asumimos con gran responsabilidad, pensando siempre en el bien común de los chilenos, pero por sobre todas las cosas, porque éramos una institución del Estado de Chile, obediente, disciplinada y no deliberante. Estábamos ahí para cumplir las órdenes de nuestros superiores, no para cuestionarlas.

Otros, sin preguntarles, tuvieron una suerte diferente. Fueron destinados a los Servicios de Inteligencia donde, algunos de ellos, por cumplir órdenes como soldados, cabos o subteniente, hoy, con edades que sobrepasan los 70 años, son cuestionados por la sociedad y perseguidos por la justicia.

También fuimos parte de aquellos que llaman “los veteranos del 78”. Estuvimos meses en la frontera con Argentina. La oportunidad más cierta de la realización plena de nuestra profesión militar. En una fría trinchera, donde abundaba la lealtad, la camaradería y el espíritu de cuerpo, escribimos nuestra última carta, recibimos la confesión, un escapulario y firmamos nuestro testamento. Ningún civil sospechaba lo que sucedía en el Sur o la zona Austral de Chile. Soldados Profesionales y Reservistas, dispuestos a dar la vida por todos ellos, sin importar su color político o clase social.

A nada de eso se refiere Tironi y, por su nivel de cultura y edad, sabe muy bien de qué estoy hablando. Él no hace ningún intento por explicar que no solo los civiles o los políticos de entonces se la jugaron por Chile. Las Fuerzas Armadas, no solo recuperaron y rescataron la institucionalidad, también tenían un proyecto, una hoja de ruta para restaurar la Democracia que lo hicieron público desde el primer día del pronunciamiento militar. Un claro ejemplo de aquello fue el Bando N°5 del 11 de septiembre de 1973, donde se especificaba que las Fuerzas Armadas asumían el poder “por el sólo lapso que las circunstancias lo exijan”.

Posteriormente por Decreto Supremos N°1064, publicado en el Diario Oficial del 12 de noviembre de 1973, el General Pinochet, como Presidente de la Junta de Gobierno, dispuso los estudios de una nueva Constitución Política del Estado. Durante este proceso a través de numerosos documentos, discursos, memorándum y declaraciones se establecieron las metas y objetivos del Gobierno Militar, contundentes testimonios donde siempre quedó establecido que el poder se entregaría oportunamente a “quienes el pueblo elija a través de un sufragio universal, libre, secreto e informado”(Declaración de Principios del Gobierno de Chile, marzo de 1974).

El 9 de julio de 1977 para el “Día de la Juventud”, en Chacarillas, el Presidente Augusto Pinochet Ugarte, estableció las bases de una nueva Democracia (no de una Dictadura). Una Democracia protegida, integradora, tecnificada y de auténtica participación social, anunciando además las etapas del proceso institucional: la recuperación, la transición y la normalidad o consolidación.

Pero el Presidente Pinochet fue más lejos en el proceso de restablecer la Democracia al convocar a un plebiscito para la aprobación de la Nueva Carta Fundamental. Al respecto, copio lo señalado por el General (R) Jorge Ballerino Sandford en el libro “El Plebiscito”: “Con todo, y para garantizar el carácter evolutivo del proceso, y enlazar fluida y pacíficamente la fase descrita (se refería al período de transición para la vigencia plena del ordenamiento institucional) con la etapa de la plena consolidación y vigencia de la nueva institucionalidad democrática, la Junta de Gobierno ha estimado necesario reservarse la atribución de proponer al país el nombre del Presidente de la República para el nuevo período que comenzará el año 1989″. ”En todo caso, dicha proposición será sometida al veredicto plebiscitario del pueblo chileno. Si éste lo aprueba, quien resulte jefe del estado, deberá convocar nueve meses más tarde a elecciones parlamentarias”.

“Si la propuesta fuere rechazada, se convocará dentro del plazo máximo de un año a elecciones conjuntas de presidente de la República y Parlamento, eligiéndose al jefe de estado según las reglas generales aprobadas para el futuro, es decir, por votación directa, incluida la llamada segunda vuelta electoral si ningún candidato obtuviese la mayoría absoluta”.

Esa fue la hoja de ruta histórica del Gobierno de las Fuerzas Armadas y Carabineros. Al otro lado de la trinchera estaban los “combatientes comunistas”, sin hoja de ruta y con la única intención de recuperar el poder para instalar un régimen totalitario, subordinado a Cuba y la Unión Soviética. Solo buscaban desestabilizar el Gobierno, descabezar a las Fuerzas Armadas, fusilar a los momios, violar a sus familias, financiar su causa con asaltos a bancos, asesinar y secuestrar inocentes, internar toneladas de armas con las cuales “ajusticiaron” (así llamaron ellos al asesinato), a cientos de carabineros, personal de investigaciones y militares. Armas con las que también intentaron asesinar al Presidente de la República y que le costó la vida a sus escoltas. No importando que en el auto en que viajaba el General Pinochet, lo acompañaba un nieto menor de edad.

Estaba muy claro, ellos, los comunistas, no tenían un proyecto para recuperar la Democracia. Ni siquiera un bosquejo. Solo querían venganza. Recuperar el poder para cumplir el sueño roto de Fidel Castro. No para permitir elecciones de Presidente, Senadores y Diputados, menos para organizar plebiscitos y, jamás, para negociar con la oposición. Por lo mismo,fue el Gobierno de las Fuerzas Armadas y Carabineros, el que nos permitió no solo tener un Plebiscito el 05 de octubre de 1988 si no también, el Plebiscito del 30 de julio de 1989. El primero, un objetivo entre muchos otros, que estaba establecido claramente en la Constitución de 1980. El segundo, una reforma a la Constitución que fue consensuada entre el Gobierno y la oposición. Un Gobierno y un Presidente que fueron capaces de dialogar y aceptar los cambios propuestos. Un Gobierno que por sobre sus propios intereses sobrepuso los de los chilenos y el absoluto respeto a la decisión popular. Al respecto, soy un convencido que el General Augusto Pinochet U. –por sus responsabilidades políticas en los temas de Derechos Humanos– podrá ser juzgado, criticado y odiado por sus adversarios, pero como militar y estadista, fue el hombre que la historia y el destino eligió para ese momento. Él no lo pidió. No fue ni mejor ni peor, que miles de otros personajes de la historia de Chile y del mundo. Hizo, lo que en su tiempo y en su época, –para bien o para mal– muchos apoyaron y aplaudieron. Cumpliendo, quizás, con esa antigua y famosa frase del filósofo francés Joseph de Maistre, “cada Nación tiene el gobierno que se merece” o su modificación posterior, “no es que los pueblos tengan los gobiernos que se merecen, sino que la gente tiene los gobernantes que se le parecen”, (André Malraux).

Es cierto, el proceso fue largo pero el desastroso país que habíamos heredado del Gobierno de Salvador Allende, el peor de toda la historia de Chile, ameritaba una refundación y una reingeniería de tal magnitud que, hasta el día de hoy la podemos disfrutar. Heredamos grupos armados con toneladas de armas clandestinas, heredamos la insolencia y el irrespeto a la autoridad establecida, heredamos la polarización de la sociedad, el uso común y diario del insulto, los groseros titulares de la prensa escrita, las tomas por la fuerza y la violencia, el desabastecimiento, la pobreza, el desprestigio internacional, el uso ilegitimo de las armas, los secuestros, los asesinatos, el apoyo de la izquierda internacional, en resumen, heredamos un país dramáticamente dividido.

Simultáneamente, después de haber sido tratados de gallinas, recibimos los aplausos e inmediatamente supimos de los apetitos políticos. Una descarada intención de hacer un rápido “borrón y cuenta nueva”, pero como dijo Jaime Guzmán, “…el poder fue entregado el día y a la hora señalada. Ni un día antes ni un día después, dentro de la Constitución que nosotros elaboramos…”, y que hasta hoy está vigente.

Entonces estimados lectores, ustedes comprenderán porqué me molestan las palabras del sociólogo Eugenio Tironi Barrios. Un hombre de esta época que como destacado integrante del Movimiento de Acción Popular Unitaria (MAPU), fue parte del Gobierno de Salvador Allende. Ideólogo de variadas iniciativas que buscaron el consenso y el diálogo, especialmente de partidos de izquierda que apoyaron, a través de la “convergencia socialista”, el liderazgo de Ricardo Lagos. Fue además el gran estratega comunicacional del Plebiscito de 1988 y gran colaborador de los presidentes Aylwin, Lagos y Frei. 

Como ven, Tironi tiene talento de sobra, pero su formación ideológica le impide reconocer que las Fuerza Armadas y de Orden, entre el año 1973 y 1989, tuvieron una participación relevante que nunca ha sido reconocida en toda su dimensión. No logramos ver más allá de su talón de Aquiles, los Derechos Humanos. Los políticos de siempre, no son capaces de captar sociológicamente, el tremendo desgaste físico, moral, intelectual, profesional, familiar, social, humano, religioso y ético que debieron soportar miles de hombres y mujeres que cumplieron las más variadas órdenes, durante casi 17 años de Gobierno Militar.

Soldados entrenados para vencer en la Guerra o el Conflicto armado. A cualquier costo personal, si con ello se logra salvar a la patria y sus integrantes. Combatientes sometidos a los más estrictos sistemas de disciplina, orden y obediencia. Instruidos para sobrevivir en situaciones extremas sobreponiéndose a sus enemigos, ya sea aniquilándolos, neutralizándolos, desmoralizándolos o capturándolos. El instinto más básico, cruel y atroz de supervivencia de la especie humana: él o yo.

Peor aun cuando poco y nada sabíamos de Derechos Humanos y donde el Estado de Chile –en la formación de sus Fuerzas Armadas– tiene una escandalosa responsabilidad en cuanto a su formación y que jamás ha reconocido o no le conviene reconocer. Pero cuidado, si quieren soldados que ganen guerras, no son muchos los cambios que deben hacer. Distinto sería si sólo quisieran soldados para ser empleados en temas de catástrofes o desastres naturales. Pareciera, que más de lo primero y un poco de lo otro, es la justa medida.

Ya que Tironi no nos quiere ayudar, quizás este sea el momento adecuado para impulsar “la reflexión mediante un análisis y discusión de la actuación del Ejército en los últimos 50 años en todas las áreas, incluida la de los derechos humanos”, tal cual lo expresó el actual Comandante en Jefe del Ejército de Chile, General de Ejército Ricardo Martínez Menanteau. Reportajes, El Mercurio, 16 de septiembre de 2018. Una iniciativa que, con buena voluntad, podría incluir al resto de las instituciones de las Fuerzas Armadas y de Orden. Y, si los ex “combatientes comunistas” se quieren sumar, ¿por qué no incluirlos? Aunque después de leer la Columna de Opinión de Álvaro Góngora (El Mercurio, 04 de octubre de 2018), donde con gran acierto y capacidad de síntesis nos recuerda que los Comunistas nunca han sido una buena compañía, pocas ganas dan de considerarlos. Parece que a ellos les falta su “mea máxima culpa” (por mi gran culpa).

Finalmente, para todos aquellos de siempre que quieren obtener reconocimientos que no se merecen, esos que acomodan la historia con secretos y mitos urbanos que nunca existieron y que nadie les contó, les quiero aclarar que el 05 de octubre de 1988, a las 22.00 hrs. de la noche, en la Escuela Militar, había miles de soldados al mando del General de División Jorge Ballerino Sandford, unos durmiendo y otros, en su mayoría, viendo una película en el cine de esa Escuela. Se habían reunido en ese recinto militar con una solo intención: emplearse ante cualquier acto hostil que intentara impedir o enturbiar el normal desarrollo del Plebiscito. En los patios, las armas en pabellones y los vehículos de combate encolumnados listos para regresar al otro día a sus cuarteles. Como ayudante –en esa época– del General Ballerino, solo les puedo decir que antes de pasar al reposo, él me manifestó: “se vienen tiempos muy difíciles Cristián”. 

El Plebiscito se había realizado en completa normalidad. Cumpliendo con una histórica tradición republicana, las Fuerzas Armadas, una vez más, habían brindado la seguridad y tranquilidad para que la ciudadanía concurriera a sus lugares de votación.

Jamás esa unidad de reserva recibió una orden para prever, planificar o actuar ante un éxito del NO. Así fue, y al amanecer del 6 de octubre, todo Chile sabía el resultado oficial. Se había cumplido con lo considerado en la Constitución del año 1980. Un hito más, de todos los previstos por el Gobierno de las Fuerzas Armadas en la restauración de la Democracia en Chile.
